GENERAL STATUTES OF THE CAMEROON COMMUNITY IN WOLVERHAMPTON TO BE ADOPTED ONCE RATIFIED.

 

PREAMBLE

 

The mission of the association is

 

1. To promote peace and welbeing of Cameroonians

 

2. To promote the mutual relationship between members and to examine and provide solutions to the challenges facing members,

 

3. To develop the virtues of our diversity, which we do not, regard a handicap but as a real richness:

 

4. To promote growth and development among Cameroonians

 

5.  To reach out to Cameroonians who may need help because of: Sickness, Accident, Death and Unemployment.

 

 

Article 1: Association’s name

The name of the association will henceforth be known as Cameroon Community in Wolverhampton (CCW).

 

Article 2: Affiliation and Headquarter.

CCW will be based in Wolverhampton, West Midlands, the UK.

 

Article 3: Language and Communication:

The acceptable languages of communication in the association will be English and/or French.

 

Article 4: Motto:

The slogan of this association will be Peace, unity and solidarity.

Article 5: Goals and Objectives:

Our goals will be:

5.1  To promote the welfare of Cameroonians

5.2  To create opportunities to initiate Cameroonians

5.3  To unite Cameroonians

5.4  To provide support in times of need

5.5  To solve problems

5.6  To promote peace and unity among Cameroonians

5.7  To help Cameroonians socio-economically

5.8  To socialise and share experiences

5.9  To provide moral, financial, material and psychological support especially in times of crisis or unforeseen eventualities e.g. accidents, sickness or even death.

5.10       To encourage bilingualism among Cameroonians

 

 

 

 

 

 

Article 6: Requirements to become a member:

 

There are two major types of memberships:

 

6.1                         Honorary or Associate Membership

 

To be Honorary member the power must come from the executive bureau.

We need to create a council of elders.

6.2                         Active Membership

 

To be eligible for membership, applicants should meet up with at least one of the following requirements.

 

§  Must be a Cameroonian

§  Must be a Spouse of Cameroonian or

§  A sympathiser.

 

 

 

 

Article 7: End of Membership:

 

A member’s membership may end due to one of a combination of the following:

 

§  Exclusion

§  Death

§  Resignation

 

 

Article 8:  Suspension of Membership

 

Membership can be suspended because of the following reasons

 

§  Failure to pay dues.

§  Failure to respect the ethical standards of the association

§  Failure to respect the rules and regulations of the association.

 

Article 9: Organ of Association

There will be three organs of this community:

 

1.     General Assembly

2.     Executive bureau

3.     Disciplinary and budgetary council

 

a)    General Assembly

 

 

This is the supreme organ of the association and the decision by this body is supreme.

 

There are two types of General Assembly

 

§  Ordinary Assembly (every month) and

§  Extra Ordinary Assembly (in case of emergency ¾ of General Assembly can call it.

 

The General Assembly shall have the following powers:

§  It will elect members of the executive bureau

§  It has the right to change constitution provided it is approved by 2/3rd of its members.

§  It can call an extraordinary assembly provided it is approved by 2/3rd of its members.

 

 

 

 

Article 10  Executive bureau ( 1 years duration)

 

The executive bureau composes of members elected to run the association such as the president, vice president, secretary and vice secretary, communication secretary, publicity secretary, treasurer and the chief whip. etc.

 

The powers of this bureau includes the following

 

§  It can ask for emergency session of the general assembly.

§  It can call an extraordinary session of the general assembly.

 

There are two ways to solve problems in the association: either by general assembly or the executive bureau.

 

 

Article 11: Judiciary (disciplinary council) it will compose of 3 members; the president, vice president, secretary

 

     This organ will be responsible for

 

It is the judiciary of the organisation.

Assure the legality of the association.

Ensure the morality and rectitude of the association.

Ensuring the implementation of the statute.

Punish members that go against the rules of the association

Protect the associations integrity.

1.     It makes sure the disciplinary action is taken against any individual who goes against the ethical standards of the association.

2.     Making sure the association is decent in its activities

3.     Ensuring that the association works in conformity with the laws set aside.

4.     Ensuring that the legislation is followed

5.     The judiciary is the ethical body of the association and shall ensure the ethics are upheld.

6.     Carrying out checks making sure everything is balanced.

7.     Making sure the association runs according to its principles

8.     Making sure members abide by the rules and regulations of the association.

 

The decision has to be submitted to the general Assembly.

 

 

 

 

Article 12: Attributes of the general assembly

 

The General Assembly is in charge of the executive bureau

 

The general assembly can

§  Vote the bureau

§  Amend the constitution

§  Vote the constitution

§  Propose modification to the constitution

§  Take important decisions when it comes to withdrawing cash

§  GE must accept any cash withdrawal.

§  It can choose members to run specific duties and responsibilities.

§  The general assembly shall also keep a watchful eye on the activities of the association and its executive members.

 

Article 13: Composition and Mandate of the Executive Bureau:

 

Its renewable only once.  The bureau has a one year mandate

The executive bureau will comprise of the following:

 

11.1 The president

11.2 Vice president

11.3 Secretary

11.4 Vice secretary

11.5 Treasurer

11.6 Financial Secretary

11.7 Communication Secretary

11.8 Social Secretary

11.9 Chief Whip

 

The bureau has a year mandate and its renewable yearly provided there is a vote of confidence by the GA.

There will be two terms of office and a member cannot stand again after the terms of office is over.

 

 

Article 14: PRESIDENT

 

This is the highest-ranking position in the association and the duties of the president will include

 

1.     He/she shall represent the association in all its activities

2.     He/she shall coordinate all the activities of the association

3.     Makes sure all decisions are implemented correctly

4.     Act on behalf of the association

5.     Guide the association in achieving its goals, objectives and mission.

6.     Act in accordance with the rules and regulation of the association.

7.     Delegate post of responsibilities to subordinates

8.     Coordinate new elections

9.     Its responsible to the general assembly

 

 

The president shall have a one-year mandate, which is renewable after a vote provided there is a vote of confidence.

 

 

14 a)  VICE PRESIDENT

 

He will be responsible for working with the president and assisting him/her in her duties and responsibilities.

 

Carry out the duties of the president in his/her absence.

 

14 b) GENERAL SECRETARY

 

Shall be responsible for

§  Keeping an account of the deliberations of the association

§  Updating the general assembly about issues at stake

§  Taking down notes in meetings

§  Keeping record of meetings

§  Preparing minutes of meetings

§  Responsible to the general assembly.

 

 

 

 

 

 

 

 

 

 

 

14c)  TREASURER

 

This person will be charge with the duty of keeping the finances of the organisation and making sure its safe.

 

Makes sure the finances are well accounted for

The President, treasurer and a neutral member manage the account.

 

If any member wants to withdraw any amount of money, he/she needs signature from the three members of the executive bureau e.g. The president, treasurer and one member of the general assembly.

 

Responsible to the general assembly.

 

14d)  FINANCIAL SECRETARY

 

He/she shall keep the financial record of the association such as

§  The profit and loss account

§  Balance sheet

§  Cash flow statement.

 

Present these financial statements to the association.

Update monthly the general assembly about the account of the association.

 

Verify the account of the association.

Makes sure that the account is well managed

Gives copies of the account to the general assembly monthly

 

Needs to update the general assembly about the account of the association

 

This person also has to make sure the account is balanced. He/she will have to update the general assembly of the financial record of the association.

 

The FS will also need to work hand in hand with the treasurer.

 

Is responsible to the general assembly.

 

 

 

 

 

14 e)  PR

 

Publicising the organisation over the media

Communicating with stakeholders

 

 

The CS will have to keep in contact with members and update them about matters arising and any important issue regarding the association.

 

14 f) CHIEF WHIP:

 

This person will have to make sure the house is in order. He/she has to ensure peace and tranquillity in the house.

 

Makes sure that indiscipline in the assembly is sanctioned

 

Taking note of those coming in and out.

 

ARTICLE 15: RESOURCES OF THE ASSOCIATION

 

We generate income from

 

§  From members

§  Fines

§  Fees

§  Donations

 

 

ARTICLE 16: MEMBERSHIP FEE

 

To be eligible as a member, a membership fee is an obligation.

 

ARTICLE 17: FINES AND SANCTIONS:

 

All the fines are collected by the financial secretary and the money is given to the treasurer and goes directly to the association’s bank account.

 

ARTICLE 18: DONATION

 

The association can get funds from fund raising activities e.g. Gala parties, sports, games and competitions.
